Bug#341084: apt: Please add arch/os to abi provide

Hi,

in preparation of multiarch it would be ncie if apt would include
$ARCH-$OS in the ABI provides so apt/aptitude of different archs don't
get combined.

Alternatively splitting libapt into a library package would do the
same.
