Bug#330162: apt-utils: incorrect tar-header reading in apt-ftparchive

When uid or gid in tar file is > 999999 (6 chars) tar encode header field. Apt don't
support such encoded headers, so it's unable to use package with large uid/gid.
"apt-ftparchive generate" returns: "E: Corrupted archive"
