Bug#321728: Can be more confusing

Goswin is right that the originally reported error gives a clue about
fixing the problem. This one doesn't :
"W: GPG error: http://secure-testing.debian.net etch/security-updates
Release: The following signatures couldn't be verified because the
public key is not available: NO_PUBKEY 946AA6E18722E71E
W: You may want to run apt-get update to correct these problems"

I think that can be quite confusing. IMHO it would be good to save etch
users some head-scratching by either giving a clue about fixing this
problem I just reported, or at least not mentionning a solution that is
buggy-looking.
