One sees
Package libtiffxx0c2 has broken dep on libtiffxx0
  Considering libtiffxx0 0 as a solution to libtiffxx0c2 0
  Holding Back libtiffxx0c2 rather than change libtiffxx0

However,
Package: libtiffxx0c2
Replaces: libtiffxx0

Therefore, perhaps apt isn't taking advantage of the Replaces field.

If this is not what you also get in the simplest of tests, then there
are more factors at work and you can close this bug.

I was using apt-get dselect-upgrade.
