It's not a big problem, but before, when the kernel was named
kernel-image, kernel upgrades were stopped, but with the inclution
of the new linux-image packages (starts at 2.6.12) upgrades try to
upgrade the new kernel:

I know this is solved with configuration in the apt.conf file (which
I'm searching in this moment), but it should be the default to hold
back limux-image packages, just like the kernel-image packages are
held back.

apt has never treated the kernel packages specially.  They have always been
upgraded automatically unless their name changes (which happens when the
kernel module ABI changes).
