Bug#261654: spanish manpages updated to apt 0.6.38 in xml format (full patch included)

Actually, these design issues have to be decided by either Matt,
Michael, or other APT-involved people.

I talk to Matt yesterday about the APT manpages. Plans should be to
move them to PO files : keep the English man pages as XML files and
use PO for man pages translations. 

There is such work going on for dpkg : I stillm have to talk with
Scott about it and then we will be able to have a look at APT and
convert the man page translation process to use PO, with the help of
po4a which can handle gettext format for both roff man pages and xml
files.

So, actually, I think that it might be a good idea to "forget" about
man pages updates....and especially changing the man pages build
process now.
