Bug#312009: apt: Installs packages over and over again (list never empties)

I noticed the following strange behaviour. I don't know if it is apt's
fault, and I am not sure about the severity, please re-assign and
adjust the severity as noted.

and I can repeat this over and over again, libarchive-zip-perl and
python-twisted are installed each time. I checked, but

after and before each installation.
This system is a sarge system installed in February, and I run a
dist-upgrade yesterday after about a month, and today this behaviour
started.
