Bug#311619: apt: [apt-get] Preprocess Suggests:, Recommend: before displaying to user

When new packages are installed the apt-get displays also fields
from Recommends and Suggests. However, reading these lines give
wrong signal if the fields are just outputted "as is". An example:

1. install package reportbug
2. Sugested packges "mail-transport-agent" is displayed

... What? Didn't I already have MTA ...
... Interrupts this task, Goes and opens another terminal to
... check if one is installed...
... Yes - Hm, I can ignore this one.

And so on for all the rest of the Recommends and Suggests.

SUGGESTION:

As apt-get already resolves the Depends, it could as well process
also Recommends and Suggests so that only those packages that
are not already installed in system are displayed.

This would give better information what really could be
installed "extra".
