Bug#296236: apt: Inconsistent capitalization in APT messages

This has been applied to my archive, in the apt--main--0 branch. 

I have dealt with translations updates so that this update does not
affect translations, assuming that translators are OK with the use of
capitals in their own language and should not be influenced by the use
of capitals in English.

Matt, I suggest you sync again with my archive mirror (the permission
issues on some files have been dealt with, supposedly).
