Bug#294686: apt - unmet libgcc1 dependency in version 0.5.28.2

This is the error message from apt-get when I attempt to upgrade from 
apt version 0.5.28.1:

"The following packages have unmet dependencies:
  apt: Depends: libgcc1 (>= 1:4.0) but 1:3.4.3-9 is to be installed"

apt-utils 0.5.28.2 is also affected in the same way.

A suitable version of libgcc1 is in Experimental, but not in Incoming.

I'm using Debian Sid, with kernel 2.6.10 (custom build from latest 
Debian sources) and libc-2.3.2.so. All my base packages were the 
latest available versions yesterday.

The same problem was reported by another person on the debian-user 
list, in the thread beginning with Message-ID: 
<KpidnavmPMq2i5HfRVn-vw@comcast.com>.
