Bug#280844: apt: apt-get source mozilla-firefox mangles existing orig.tar.gz

It's not actually downloading it again; it just takes a little while
doing a checksum or something I guess, then mangles the orig.tar.gz
and moves it to the *.FAILED file.

The diff download has no problems, neither the original one nor the
subsequent checksum-checking or whatever.  The HTTP server was
rama.progeny.com, where a quick test returns "Server: Apache/1.3.26
(Unix)".
