I'd highly appreciate if there is an option for apt-get
that will make apt-get print out the changes between the
currently installed version and the version to be installed.
That would be an incredible usability improvement in my opinion.

apt-listchanges does what you want. Just run dpkg-reconfigure
apt-listchanges to enable changelog display.
