Bug#271032: [apt-get]: Dir::Etc pointing to $CHROOT still causes apt-list{bugs, changes} to run

Hi,
sbuild uses
-o Dir::Etc=$CHROOT/etc/apt \
-o Dir::Etc::main=$CHROOT/apt.conf \
-o Dir::Etc::parts=$CHROOT/apt.conf.d \
in the chrapt script. When running "chrapt -u apt-get dist-upgrade"
however apt-listchanges and apt-listbugs is executed though it's not
installed in the chroot.
In the normal sbuild use, apt-listbugs does get executed though it's not
installed in the chroot.
Is there something wrong/missing with the above options in the sbuild
script or is it technially impossible to run the host apt-get targetted
to the chroot without having apt-listbugs and apt-listchanges being
executed?
