When downloading a package that depends on fetching external URI:s (e.g.
flashplugin-nonfree), apt does not use the Acquire::http variable. The
result is that installing such a package will not work, since the
connection will time out.

A workaround is to set the http_proxy environment variable for root to a
proper value.

One way to fix this is to either mention this in the documentation, or have
apt-get and relatives use the Acquire::http variable for these
operations as well.

This is not a workaround; it is the correct solution.  The settings in
apt.conf apply only to apt.  http_proxy will be honored both by apt, and by
many other programs.  So, if the proxy is required in order for you to
access external URLs, you should be setting http_proxy.
