For a while I have had trouble getting apt-get upgrade to work and have
realized its due to files listed as AAA_N:NNN.. but get downloaded as
AAA_N%3aNNN... such that system can get broken when dependant programs
aren't found because of naming.
for each file containing %3a i used sed to make a link file containing :
to downloaded file.
	Now have to do tedious dpkg -i install AAA_N:NNN... and dpkg
--configure --pending for each file of update ( started off doing
htpp...security... as smaller number of files to locate problem)

There is as yet no concrete demonstration of a problem in this bug report,
and there has been no response to my request for more information.  Closing.
