This is not the way to go, i cant and i refrain from enforcing this kind
of rules to mirrors.  They are of no real use for me (besides wrong
convience) and at worst they will make the task for those spending their
resources to help me more difficult.  Maybe a Project the size of debian
can be arrogant enough to go into the 'eat or die' attitude, i will
certainly not share it though.

Because not all mirrors have access to bgp views.  Geographically
Loadbalancing is currently the best approximation one can get.
Topologically ideal Loadbalancing needs quite some lobbying at people
who have the resources and clue to integrate this kind of stuff.
