There is even a better solution: 1 or 2 weeks before a release, send to
people listed as Last-Translator a revised version of their PO file.
Some developers have recently chosen this way, and AFAICT it makes
everyone happy.  This is also how GNU developers work with the Free
Translation Project.

No offense in mind, but removing POT file does not solve any problem.
If translators do not know where to find CVS sources, they will update
their PO file shipped in the source tarball.  
The POT file is valuable, for instance it helped to show in this case
that something went wrong.
