Bug#237892: apt: outdated POT file shipped in source package

Perhaps it should just be removed from the source tarball.  I would rather
that translators work from CVS, since otherwise the translations are almost
never up to date.

It does seem wrong that it shrank so much.  I'll try to find out what
happened.
