Bug#237892: apt: outdated POT file shipped in source package

Hi,

translators cannot work with the current source tarball.
For instance consider po/fr.po:
  $ msgfmt -v -o /dev/null po/fr.po
  455 translated messages.

But when looking at build logs, it shows
  Generating ../build/locale/fr/LC_MESSAGES/apt.mo: 201 translated messages, 6 fuzzy translations, 2 untranslated messages.
  Generating ../build/locale/fr/LC_MESSAGES/libapt-inst1.0.mo: 59 translated messages.
  Generating ../build/locale/fr/LC_MESSAGES/libapt-pkg3.3.mo: 196 translated messages, 1 fuzzy translation.

And apt-all.pot is not helpful since this file does not contain all strings:
  $ msgfmt -v -o /dev/null po/apt-all.pot
  0 translated messages, 286 untranslated messages.

Could you please update apt-all.pot so that it contains all up-to-date
strings, and also update all PO files accordingly?
