This seems like a separate bug; I see no reason for vim-latexsuite to
pre-depend on vim, nor a discussion and consensus on debian-devel. See the
policy manual, section 3.5.
Regarding the original bug report #237470, I think this is more complicated
because you are dealing with essential packages, and debianutils
has a versioned pre-dependency on coreutils.
