Can libapt be made a real package?



  It seems like every time I release a piece of apt-based software
(apt-watch is the latest example), I get at least one RC bug report
from a user who's using an unofficial apt release, informing me that
I have "broken" dependencies.  The problem is that the libapt packages
are hidden virtual packages, and so users don't realize that they are
provided by apt -- they think I've added a dependency on some package
not in the archive.

  I assume there are good technical reasons for this, but would it be
possible in the future to make a real libapt package to reduce
user confusion?
