Bug#230240: apt: create a deb package instead of build-dep

Since the dependency handling in build-dep is not as smart as for install
and error messages almost non-existent it would be nice if apt created a
deb package with the corresponding dependencies and conflicts.
That way it could be installed with the install command, pulling the
correct dependencies or with a different package manager.
