A sensible default 'preferences' should be installed, on systems that don't already have one. 

The one below appears to be idiot-proof, by barely allowing testing to install anything and not allowing unstable to
install at all (unless I misunderstood the part about the important treshholds being 100 and 999, respectively),
which should protect desktops from Debian newbies who put everything and their mother in their sources.list, but
still allows someone with an understanding of the -t option to pull packages from unstable as needed.
