RFC 2616 Sec. 13.1.1.
(1), which is "contact the server and ask" starts (see 13.3) "[w]hen a
cache has a stale entry that it would like to use as a response to a
client's request...." so it doesn't apply. (3) is for errors, so it
doesn't apply. (2) does apply.
In general, contacting the server negates all performance benefits,
especially for small files (like, say, Releases.gpg).
