Are all of the Release files present and downloaded correctly?  Pinning
relies on these files.

What does "apt-cache -o Debug::pkgPolicy=yes ..." say?  Also send output
from apt-get update and apt-get --print-uris update.

I wouldn't be _entirely_ surprised if release pins aren't working exactly
right in 0.6 yet, but I'm rather surprised that the automatic pinning for
experimental isn't working.  That seems to imply that the Release file isn't
being properly retrieved or read.
