Bug#176599: marked as done (apt: comments not allowed in prefernces file or man page doesnt mention policy)

wait... apparently comments are allowed, but not blank lines... make
sure the man page says this.

The apt_preferences(5) man page says:

Each record in the APT preferences file can optionally begin
with  one or  more  lines  beginning with the word Explanation:.
This provides a place for comments.

As of 0.5.6 the preferences file can have blank lines.

Thus, both parts of this bug report appear to have been addressed.
