Bug#211262: apt.conf manpage should explain comment syntax

The manpage for apt.conf(5) should mention the possibility of having
"//" comments in the configuration file.

I searched for a long time to find a way to put a comment in my
configuation file (to explain to myself what it does), but in vain.
It was only later that I came across some example files that
contained comments of this shape.
