Apt question about tracking what is done, and rollbacks

--The user did a few installs / upgrades and "something" broke on his
system. While I don't expect you to deal with that, (I'll try to
help him as best I can) it opened up a few ideas for improving
apt-get.
o Can apt-get upgrade be configured to send email to root regarding
what has been done?
o Can apt roll-back to a previous state if something breaks?
Basically "undo the last apt-get upgrade"?
