Often one can estimate one has extra bandwidth for oh, one megabyte of
downloads on the next modem call.

What better way to use it than upgrading some packages.

But simply using apt-get dist-upgrade will get many megabytes, so it
would be nice if we could on the command line give apt-get a size
limit, telling it to find a nice combo of packages that won't exceed
one megabyte.  One could also specify one wants priority on the
smallest packages of the biggest packages, etc.
