If I'm doing an apt-get install in one window, are you sure you must
lock me out from doing a mere apt-get -d install in another window?

I think it must, as there could/would be race conditions when both the
real and the download-only install run want to download the same package.
I would guess that there will also be major problems with the pkgcache
files.

Note that you can already force downloads playing with some apt.conf
settings through "apt-get -d -o ... install"; so there is no reason to
change the current behaviour when all new it would get you is apt bugs.
