Why? Just make sure there's an empty partial/ directory on that cdrom. It
will never be used, and if it is, it'll break the moment apt will try to
move whatever it downloaded into the cache, when the download is complete.
So even a symlink will never work anyway.
And if apt-zip doesn't add that partial directory, file a bug there, not
against apt.
