Bug#188161: Reproduced in sid with a small set of packages

Here the situation seems much simpler to investigate.  Unfortunately
it is my main box, and I'll have to upgrade things rapidly.  I'm
willing to provide more info, but please telle me quickly what info
you need.

# apt-get install initscripts sysv-rc
