Bug#187889: apt: Error on 'no Package header' in /etc/apt/preferences should return line number

When there's an error on a line in </etc/apt/preferences> and apt-get
returns the error:
  'E: Invalid record in the preferences file, no Package header', 
the above message does not include any reference to which particular
line that error message is referring to.

Making this error message more explicitly useful would be simple IMO,
and in line with general good coding practice(?) As well,
</etc/apt/preferences> would seem to be especially amenable to being
corrected with such an error message in hand.
