Bug#184192: apt: Problem exists only when I include the sid binary package in sources.list

I see the same problem on a mixed stable/testing/unstable system.  I've
set up the apt.conf file as described in the developer's last respnose,
but this did not work. The size of sid's package file isn't
particularily HUGE, but it is the file that kills apt-get.
