Bug#181073: apt: maybe have apt-cache show failed installation information

Package: apt
Version: 0.5.4
Severity: wishlist
File: /usr/bin/apt-cache

dpkg says this package is not installed, but rather Failed-config

      # dpkg -l noffle
      Desired=Unknown/Install/Remove/Purge/Hold
      | Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
      |/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)
      ||/ Name               Version            Description
      +++-==================-==================-===============
      iF noffle 1.1.4-1 offline news server

therefore, it might be nice if we were to see some clue that all was
not hunky dory here too:

   # apt-cache policy noffle
   noffle:
