Bug#179449: dist-upgrade doesn't upgrade anything, but wants to install new packages and remove some old ones nevertheless

(I guess this is related to an earlier bug I filed, where apt wants to
install held packages' newer versions' dependencies, but I haven't seen it
want to remove any package for this purpose yet.)
