Bug#179384: apt: Limit rate suport (very important for slow connections!)

apt-get should have an option like --limit-rate in wget in order to set a
maximum speed when downloading packages.
I have a 56k connection, and when I download something with apt-get, I can't
even write in chats. That would be really useful for us.
