Bug#177007: apt: apt-get should have an --assume-no option

The --assume-yes option is not practical on many systems, since
many packages would fail if conffiles are overwritten, so it is not
possible to have an unattended installation.
An option to assume "no" to all prompts regarding new versions of
conffiles is would permit unattended installation.
