Bug#166049: apt-cache gencaches: segfaults for low values of APT::Cache-Limit

When doing my trial-and-error to find a suitable value, I started with
ridiculously low values, causing segfaults with giving a value less
than 8192. But that's most likely not the real minimum, as for 8192 I
get strange things:
# apt-cache -o APT::Cache-Limit=8192 gencaches
Reading Package Lists... Error!
E: Dynamic MMap ran out of room
E: Dynamic MMap ran out of room
E: Dynamic MMap ran out of room
E: This APT does not support the Versioning System 'Üvþ'

That's surely not normal :)
If the algorithm used for the cache has specific needs in terms of
minimal size for this parameter, it should be enforced.
