With only the apt package installed, you have no +idea+ about features
like pinning. Major functionality is unavailable to anyone who only
has access to the documentation which comes with the apt package
itself.

Please consider Suggests: apt-howto and/or include a pointer to this
package in /usr/share/doc/apt/README.Debian

Uh, there are these things called man pages, and they are all refereneced
from the apt-get man page. Ever single feature is documented with the
included documentation.
