Bug#161811: apt: Apt-get behaviour with patched packages

I have several localy modified packages installed here (because I patched them
using patch that is long outstanding on that application's bugtrack and has not
been applied yet). Apt-get keeps replacing them with the original versions,
thou they have exactly the same version numbers. I think it should be possible
to tell apt-get what to do in such situation or at least apt-get should have
a command to change package state (there does not seem to be command line
interface to do it).
