Bug#159181: apt-get install foo -d -s doesn't work correct

Package: apt
Version: 0.5.4
Severity: normal

apt-get install foo -d -s doesn't work correct: it shows as it effectively removed the
packages that conflict with foo, instead of indicating the download only.
