Bug#157759: apt: http_proxy should not override Acquire::http::Proxy::<host>

If I have a repository behind my firewall (on host "zero", say), I
should be able to do this in apt.conf:
Acquire::http::Proxy::zero DIRECT;
However, it doesn't work, because the environment variable http_proxy
overrides, even though the apt.conf entry is more specific. Yes, I can
unset http_proxy, and yes, I understand that environment variables
traditionally override config file entries, but in this case, it doesn't
make sense.
