Updatuing a system during normal operation is a great feature of debian
and works well most time.
Except, if critical services are updated.

If the update takes long, the service will be down for a long time.

Would it be possible to shift all updates of (running) daemons
to the end, after all other updates are done.

Then the down period of the services would be much shorter.

This is the responsibility of each individual package.  Packages like
apache do keep their services running for as long as possible, others do
not.

There is not really a general solution to magically knowing which packages
are daemons so there is nothing apt can do.
