Bug#153936: apt: Ability to check packages that are available

It would be good if there were a facility for apt to display
packages that are not available with the current contents of
sources.list, so that one knows the extent to which one can
reinstall the system from scratch in an emergency, given the
packages available for download/off CDROM/wherever.
