Bug#153474: apt: /etc/apt/preferences -- Show-Upgraded option broken??

In the last couple days, I noticed that the prefences option to show
upgraded packages has not been working. I am not sure whether it is
vroken or if I just have something wrong in the preferences file syntax.
I am pretty sure it was working before, however I could be mistaken
since I wiped my system and reinstalled last weekend and may just be
mistaken.
My preferences file follows...
sbdep@sbdep:~$ cat /etc/apt/preferences
Package: *;
APT::Get::Show-Upgraded "true";
I tried it with and without the ; in the first line, I am not sure
whether it is suposed to be there or not. If I am just wrong about the
syntax, could you direct me to the appropriate documentation.
