Bug#153130: apt: mode of list files must be kept

When "apt-get update" puts new versions of existing files in
/var/lib/apt/lists it will reset their mode to 0666 - umask. It should
use the mode that the old versions had instead.

My specific problem is that my root has a umask of 007 -- list files end up
being readable by root only, which messes up "apt-get source" for
users. With the above change that could be solved once and for all.

Versions of the packages apt depends on:
ii  libc6          2.2.5-6        GNU C Library: Shared libraries and Timezone
ii  libstdc++2.10- 2.95.4-7       The GNU stdc++ library
