Hm, that's probably it then. No other server is insane enough to use
chunked transfers for static content, and that particular bit of code has
only ever been tested once, and only lightly at that.

Though, testing downloading tar.gz files from DJB's http://cr.yp.to/ which
uses publicfile doesn't show any problems, but there are only things about
50k big there.  Since he is using 1k chunks that does test things a bit
mind you. 

Are you really sure you are seeing problems with apt and not your server?
