I have a system setting of {http,ftp}_proxy, pointing to my wwwoffle proxy.
This makes no sense for apt, so I would like to be able to override the
environmnent from apt.conf (be it with another proxy, or with a no-proxy
setting).

The environment variable superceeds the configuration file. You can use
the no_proxy environment variable to prevent proxy use for specific
domains.
