¿Have you considered including apt documentation in the DDP CVS area?
There is currently and 'apt-howto' there. It would make it easier for
publishing it under the web site to use the DDP CVS as placehorder for
such documentation (and its translations).

Apt could then use CVS anonymous access to update the documentation and
translations (like the java-common package does for example)

APT documents are already included in the APT CVS repository, they don't
need to be moved to the DDP repo.
